Yes, with our release of the User API, it includes access to (with the user's permission) a user's friend/contact lists, or Social Graph, and our Messaging API allows your app to send messages to users who have already added your app.

Currently you cannot send messages on behalf of a user (so you cannot contact their friends who have not added your application), but we are considering this feature for the future.
